The four accused identified as TPR Rao of Visakhapatnam, Achyutananda Das of Bhadrak, Ranjit Kumar Sarangi of Ganjam and Vinod Kumar Singh of Mumbai, were vendors of the RMRC, established by Indian Council of Medical Research (ICMR) under Ministry of Health and Family Welfare.

The four were produced in court, which later rejected their bail plea.
