Odisha Assembly adjourned sine die with four days to go

The second phase of the Odisha Assembly Budget session, which began on March 11, was today adjourned sine die four days ahead of schedule.

The Budget session of the Assembly was scheduled to be held in two phases through 30 working days and end on April 4. While the first phase started on February 6 and continued till February 22, the second phase reconvened after 17-day break on March 11 and was scheduled to end on April 4.

The Budget session took off on a stormy note as Opposition parties attacked the state government over several issues. The House witnessed uproarious scenes and repeated adjournments for the better part of the session with the government was repeatedly caught on the wrong foot over issues like formation of a Legislative Council in the state which the Opposition termed ‘arbitrary’, Namtara firing incident in Kendrapara, incidents of minor motherhood in tribal residential schools in the state, a host of scams (land, mining, chit fund), left-wing extremism, worsening law and order situation in the wake of killing of RTI activists in the state, abduction slur on a ruling BJD member, the jaundice outbreak taking epidemic proportions following which several people died in the state, OERC decision to raise power tariff and PSUs backing out of the state government sponsored ‘Aahar’ scheme to provide subsidised lunch to urban poor.

During the middle of the first phase of the Budget session, the annual Budget of Rs 84,487.77 crore was presented for 2015-16 fiscal by Finance Minister Pradip Kumar Amat on February 16.

Similarly, the Appropriation Bill was passed today in the Assembly authorising the state government to spend around Rs 85,904,22,50,000. Earlier in the day, the House was adjourned twice due to lack of quorum.
