Odisha govt spent over Rs 10 cr on probe panels in last 10 years

The Odisha government has spent Rs 10.58 crore towards setting up of 15 commissions of inquiry since 2005, chief minister Naveen Patnaik revealed in the State Assembly on Monday.

The state government has received the reports submitted by the Khorda and Sambalpur District Sessions Judges in 2009 and 2007 respectively on the lock-up deaths in Sahid Nagar police station in Bhubaneswar and Kuchinda police station in Sambalpur district in 2005. Both the reports have been presented in the State Assembly.

On the other hand, though the Keonjhar District Sessions Judge has submitted his report on the police firing case near Champua police station in 2005, the report, submitted in 2006, is yet to be tabled in the State Assembly.

The inquiry into the Kaliganagar police firing is not yet complete, the chief minister said. The state government had entrusted Justice AS Naidu of the Odisha High Court with the probe into the case, which was later taken over by Justice PK Patra and later by Justice PK Mohanty. The state government has spent Rs 1.66 crore towards the Commission, Patnaik said.

This apart, though Justice PK Mohanty Commission of Inquiry has already submitted its report three years after the Puri temple stampede case in 2006, it has not been presented in the State Assembly. The State government has spent Rs 45 lakh for this Commission, the chief minister informed the House.

Justice Basudev Panigrahi Commission of Inquiry is yet to complete its probe into the Kandhamal communal riot in 2007 though the government has already spent Rs 2.20 crore for this Commission, Patnaik said.

Hhe admitted that though Justice SC Mohapatra Commission of Inquiry into the murder of VHP leader Swami Laxmanananda Saraswati in Kandhamal district in 2008 has submitted its report since 2012, it has not yet been tabled in the Assembly. The state government has spent Rs 1.72 crore on this Commission, he informed.

Apart from this, the report on the permanent bench of the Odisha High Court submitted by Justice Pal Commission of Inquiry since May last year still lies with the state government. An amount of Rs 1.53 crore has been sepnt on this commission, the cheife minister said.

He also said while the state government is yet to receive the probe report on Bhuban police firing case in Dhenkanal district in 2009, Justice SK Mohanty Commission of Inquiry into Bolangir police firing case in 2009 has submitted its report since January last year. However, the Commission is yet to submit its probe report on Bagalpur police firing case on 2010. The government has spent Rs 1.43 crore and Rs 23.66 lakh on this Commission for investigation into these two cases respectively.

“Besides, Justice PK Mohanty Commission of Inquiry is yet to complete its report on the Pipili gang rape case in 2011 while the government is yet to receive the probe report on Ganjam firing incident in 2012”, the chief minister noted.

He also said that the state government till date has spent Rs 90.11 crore on the Chit Fund Commission of Inquiry since July, 2013.
