Odisha second poorest state in India with highest death rate: Survey

Despite tall claims by the Naveen Patnaik government over achieving unprecedented economic growth in Odisha under its 14-year rule, the state is in reality the second poorest state in India today, next only to Bihar.

This is what the Economic Survey report for the year 2013-14, tabled in the Parliament today by the Union Finance minister Arun Jaitley,  has to say.

Poverty estimates in the Survey indicate that Bihar which had the second highest poverty headcount ratio (HCR) in 2004-05 moved to first place in 2011-12 with the HCR at 33.7 per cent relegating Odisha to second place. While the all India poverty HCR was 21.9 per cent, states like Madhya Pradesh, Assam, and Uttar Pradesh, besides Bihar and Odisha had above all India poverty levels in 2011-12.

However, in terms of rural poverty, both Odisha and Madhya Pradesh were at the top followed by Bihar and Assam.

The report has also found out that there has been a rise in the number of poor families in Odisha.

Odisha ranks second among the poorest states in the country, with Bihar topping the chart.

33.7 percent of Odisha’s population is poor, the report said.

However, the figure is much higher in the Rangarajan committee report.

Kerala ranked last in the poverty list with just 8.1 percent of its population below the poverty line.

Similarly, Odisha is the third highest in the infant mortality rate with 53 infant deaths reported per 1000 live births. While the death rate was lowest in Maharashtra and West Bengal (6.3) it was the highest in Odisha (8.5) against the national average of 7.0.
