Operationalise Warning Dissemination System in 6 coastal dists: Odisha SRC to officials

Bhubaneswar: Odisha Special Relief Commissioner Bishnupada Sethi has issued instructions to all concerned officials to ensure that the Early Warning Dissemination System (EWDS) being implemented in 6 coastal districts and the State headquarters is fully commissioned and operational with effect from 29th of October, 2018.

The deadline was set by the high level meeting held recently. The Early Warning Dissemination System (EWDS) is being implemented under the National Cyclone Risk Mitigation Project.

The Executant (L&T) has committed to complete the project in all respects by the above scheduled date. The SRR has asked the TCIL to conduct operational Acceptance Test (OAT) of the systems / sub-system under the project at every site with immediate effect.

A team led by Deputy Relief Commissioner Pravat Ranjan Mohapatra has been constituted to monitor the progress of work and facilitate smooth implementation of the project as well OAT within the scheduled dateline.

The team will monitor the progress of work on regular basis and take necessary steps to sort out problems, if any. R. K. Biswal, GM (P&A), OSDMA – Team Leader and Sri S.K. Das, OSD, will be in charge of overall coordination including that with the executants (L&T) and TCIL.

Sumanta Kumar Pandey, Database Analyst, SDMC, OSDMA & Sri Ankit Kumar Mallick, DEO, SDMC, OSDMA will make tour to the districts in which OAT is conducted separately.

They along with the District Project Officer (DPO), OSDMA of the concerned district will visit the sites and facilitate smooth conduct of Operational Acceptance Test/ completion of balance work of the project, if any.

In particular, they will try to sort out all local problems in coordination with concerned officers in the district (i.e. BDO or his Nodal Officer, District Emergency Officer, Additional District Magistrate, or Officers of other Departments, as the case may be).

The Community Mobilisers of OSDMA shall also be involved and assist in the work in their respective area. They (Official from OSDMA, DPO and Community Mobiliser) will remain in constant touch with the team leader in OSDMA and update him about the progress and other important information through phone/ whatsapp/ SMS on daily/ case to case basis.

The DPO of the concerned districts and the Community Mobilisers of the area will work dedicatedly till 29.10.2018 for completion of the project/ OAT. Vehicle for tour shall be provided by OSDMA.

The concerned District Administrations will see that completion of the balance work of project and the Operational Acceptance Test of the system and sub-systems within the schedule dateline of 29.10.2018 are not hindered.

It will be responsibility of the concerned Block Development Officers to solve all problems arising within their respective Blocks and facilitate the work. The Additional District Magistrate will monitor the entire exercise and ensure.
