State outlines areas for grant from 14th Finance Commission

The Odisha government has outlined the broad areas for formulation of projects and schemes for which it would seek funding from the14th Finance Commission.

Reviewing the preliminary project proposals submitted by various departments at a high level core committee meeting at the State Secretariat here on Saturday, chief secretary JK Mohapatra asked the departments to focus on non-plan areas in which the plan funding is generally low.

The broad areas identified in the meeting include construction of infrastructure for judicial administration, police and fire services, health, ICDS (constructions of AWC buildings), school (mid-day meal infrastructure), piped water supply, promotion of bio-diversity, eco-restoration, eco-tourism, heritage conservation, strengthening of revenue administration, preservation and development of wetlands, critical gaps in ST and SC development projects, development of embankment roads and projects to check coastal erosion.

The chief secretary asked the departments to prepare infrastructure projects for human resource development, training institutes, wild animal research and training institute and projects for river front development. He, however, asked them to avoid proposals involving establishment cost, land acquisition charges, vehicle and contingency expenditure.

The departments have suggested around 125 preliminary project proposals of around Rs 15,000 crore.

The chief secretary asked the departments to revise the projects and suggest the final list of the proposals within 15 days. He also asked the concerned secretaries to look in to the formulation of the project proposals at their level.

Among others, development commissioner Injeti Srinivas, additional chief secretary, Revenue and Disaster Management Taradatt, principal secretary, Forest and Environment RK Sharma, principal secretary, Home VK Saxena, principal secretary, Water Resources, Suresh Mohapatra, secretary, Panchayati Raj, DK Singh and secretaries and senior officials of the concerned departments were present at the meeting
