Bond mandatory for medical students for PG enrolment in Odisha

In view of the huge shortage of doctors in Odisha, the government is planning to initiate a system under which the medical students need to execute a bond for admission into the Post Graduate (PG) degree in the medical colleges.

According to a resolution number 3418/3-2-2017 issued by Odisha Health & Family Welfare department, the fresh and in-service candidates will have to sign the bond paper for getting admission into the PG courses in the government medical colleges and dental colleges on state or All India basis quota. This will be implemented from next academic session.

As per the guidelines of the bond paper, it will be mandatory for the concerned doctors to do job in the government hospitals at least for two years after completion of their PG degree from the medical colleges. In violation of the rule, the government will recover double amount of money from the candidates spent towards stipend or scholarship during the study. Apart from the study expenses amount, the salary will be recovered from the in-service candidates for failing to meet the guidelines. If any candidate quits the seat after admission into PG course, he has to pay double amount of money fixed towards stipend or study apart from Rs 10 lakh as fine for seat vacancy.

If any candidate after PG course gets opportunity for higher study, he/she has to file a declaration to do job in the government hospitals in Odisha. After making declaration, the candidate will be entitled to get College Leaving Certificate (CLC) from the concerned medical college to get admission into higher studies. The money will be recovered from them for failing to meet the guidelines made in the bond paper.

As per the guidelines, the candidates will have to sign on a non-judicial stamp paper worth Rs 21. Along with the candidate, the two guardians as the guarantors and the dean or principal of the concerned medical college will have to sign the bond paper. The selection committee will collect the bond from the candidates during admission process. The signed bond papers will be forwarded to the concerned colleges after admission. The copy of the bond paper will be sent to the Directorate of Medical Education & Training (DMET) for their posting into hospitals after completion of PG course.
