CHSE to seek action against Odisha colleges violating guidelines

The Council of Higher Secondary Education (CHSE) has decided to recommend to the Higher Education department stern action against some private colleges in Odisha which are being run in violation of the guidelines.

In its ground study of 317 private and residential colleges in the state, the CHSE has found that these colleges are running without the necessary infrastructure while the teachers appointed by them do not have the requisite qualification to teach.

While students securing 46% marks in the Post Graduation have been appointed as English lecturers in some Plus Two colleges, students of Institute of Residential Property Management (IRPM) have also been appointed as teachers. Besides, B Tech students have also been appointed as Physics lecturers while students pursuing their MBBS have also been appointed as teachers.

“As against the requisite qualifications like Post Graduation we have prescribed for teaching the students, some of the private and residential colleges have grossly violated this norm. Besides, most of these colleges are running in rented houses without infrastructure requirements like the laboratories, libraries and adequate classrooms. These colleges, instead of appointing regular teachers, have hired lecturers as guest faculty,” said CHSE chairman Prof Basudev Chhatoi.

He also said some of these colleges have changed the name of their institution seven years after the affiliation and admitted the students. Most of these institutions are running in the name of trustees.

“We have found that most of these institutions with no land in their name have admitted students after changing the name of their institute. They are not giving any application fee. We will submit a report to the Higher Education department recommending strong action against these institutions,” Chhatoi said.
