COVID-19: Odisha govt eases lockdown norms for contractors, industrial units

Bhubaneswar: With an aim to resolve the difficulties faced by contractors, construction agencies and industrial units in movement of their personnel to and from their corporate offices/work sites, the Odisha government today relaxed the restrictions for the sectors.

The order issued by the State government mentioned that the Collector/ Municipal Commissioner will allow operations of offices of the contractors/construction agencies at district headquarters/other places and work sites in the district on recommendation of the Executive Engineers of Works Divisions, during the lockdown period. However, such offices located in the containment zones will not operate.

The Contractor/ Head of the agency will convey to the Collector/ Municipal Commissioner the number of personnel (up to 50% of staff strength) as well as the number of vehicles required.

The order further said letter of the Executive Engineer of the concerned division to contractors/construction agencies will be treated as valid document to allow travel of their personnel from homes to office/ work sites and to government offices only for their professional requirement.

Two-wheeler is allowed only with the rider and no pillion rider. Car is allowed with driver plus one passenger in the back seat.

The Collectors/Municipal Commissioners are authorised to issue passes for inter-district movement of personnel of such offices/industrial units, the order added.

In case of industrial units, the government laid down the following stipulations:

The Collector/ Municipal Commissioner shall allow operations of the corporate offices located in the district headquarters/ other locations in the district on application submitted by the corporated industrial units which have been permitted to operate during the lockdown period.

The Head of the industrial unit/ corporate office shall convey to the Collector/Municipal Commissioner the number of personnel (up to 30% of staff strength) as well as the number of vehicles required.
