Bhubaneswar: The Odisha State Commission for Protection of Child Rights (OSCPCR) today issued a show-cause notice to KC Satapathy, Regional Director of DAV Institutions, Odisha Zone-1 for allegedly violating Right to Education Act (RTE) in the year 2018-19 and 2019-20.
The commission asked Satapathy to present the report on or before December 20, 2019 to take further action in the matter.
Based on a complaint lodged by Bhumohan Bebatra Pattnaik, co chairman of Odisha Parents Federation before the OSCPCR on October 1, 2019, the commission took cognizance of the allegation and asked Satapathy to submit a report.
The complainant alleged that the DAV Schools in Odisha have admitted students from general category candidates against vacant seats meant for EWS category students under RTE Act.
The Commission-cum-secretary of Education department had written a letter on September 19 regarding reservation of 25% seat for EWS category students under RTE Act. The reserve seats cannot be filled up with general category students.
Satapathy had written a letter to the State government on March 16, 2018 for admission of general category students against vacant seats meant for EWS category students under RTE Act in the year (2018-19) and allowed student for admission. This is the violation of Sec 12 (1) of RTE Act 2009 and Rule 2010.
Similar letter was written by Satapathy in May 17, 2019 for admission of general category candidates against vacant seats meant for EWS category under RTE Act in the year 2019-20 as well.
