DL, RC, vehicle documents to go paperless in Odisha from New Year

Bhubaneswar: Driving License (DL), Registration Certificate (RC) and other vehicle-related documents will be issued digitally in Odisha from January 1, 2022.

Under the 5T mandates of the state government to ensure better service delivery to the public and eliminate delays in getting DL and RC, the Commerce & Transport Department decided to dispense with issue of physical card and paper document for DL and RC from January 1, 2022, the department said.

The new process aims to reduce both time and cost for citizens and makes it easy to generate a copy of the DL and RC instantly, without the need to visit the office of the RTO or waiting to receive the same by post.

A portal is being developed from which these documents can be downloaded by public as per their convenience, it added.

The department had made a Concession Agreement with M/s. Smart Chip Limited, New Delhi on 29th July, 2006 for issuance of Smart Card based Driving Licenses, Registration Certificates, paper based documents for Learner’s License, Driving License, Registration Certificate, Trade Certificate, Fitness Certificate & Permit and other services as per the agreement.

The concession period which was granted up to 28th July, 2021 has expired, as a result of which the agreement is going to be terminated with effect from 31st December, 2021.

The department shall develop a portal for the public wherein PDF copy of the said documents can be downloaded by the citizens at their convenience.

“The State Government in exercise of the powers conferred by section 211A of the Motor Vehicles Act, 1988 and in pursuance sub rule(2) of rule-171 of the Central Motor Vehicle Rules, 1989 do hereby dispense with the issue of smart card and paper based RC, DL & other vehicle related documents with effect from 1st January, 2022 and the documents will be issued through Digitally Signed Certificate or through e-Signature as specified under the provisions of Information Technology Act, 2000(21 of 2000,” the department said in an official notification.
