Draw up dealer-wise action plan for DBTL, state tells oil cos

In order to facilitate Direct Benefit Transfer for LPG (DBTL) scheme to the consumers, the Odisha government has asked the oil marketing companies to enrol the LPG consumers at distributor and dealer points and draw up dealer-wise action plan for enrolment with specific date and time well in advance for information of the consumers.
Apart from this, the state government has also asked the authorities of Unique Identification Authority of India (UIDAI) and Electronics Corporation of India Ltd (ECIL), engaged for Aadhar enrolment, to draw up action plans in the Gram Panchayat and village level.

Reviewing the progress of the work at a high level meeting at the State Secretariat here recently, chief secretary JK Mohapatra asked the district collectors and Block Development Officers (BDOs) to provide necessary administrative support for universal Aadhar enrolment.

Emphasizing the launching of an awareness campaign on the usefulness of Aadhar card and the date of visit of the teams to the panchayats, he asked the Aadhar authorities to set up fixed stations at the Block and Tahasil levels for enrolment of persons who fail to avail the opportunity on the fixed days of the visit of the enrolling team. If necessary, the state government would provide the funds for the awareness campaign, he said.

While Balangir, Cuttack Puri and Khurda districts have been enlisted in the first phase for rollout of DBTL from November this year, Baleswar, Bhadrak and Sundargarh districts will join the list in the second phase for the same from January next year, official sources said.

As per available data, there were around 10,90,135 LPG beneficiaries in these seven districts till September 2013. The district wise break-up was 47,687 consumers in Balangir, 2,41,350 in Cuttack , 81,077 in Puri, 3,48,671 in Khurda, 1,74,179 in Balasore, 61,756 in Bhadrak and  1,36,019 in Sundargarh district.

After enrolment of all these beneficiaries, their Aadhar number would be generated and linked with their bank accounts for DBT.

According to UIDAI sources, as per 2011 Census, the total population of all 30 districts in the state is 419,47,358 of which 244,59,739 (58 percent) have been enrolled by mid-September, 2013 while the Aadhar numbers have been generated for 107,38,153 persons, which accounts for 26 per cent of the total.

In the four districts which have been enlisted for the first phase rollout of DBTL, 70,38,762 persons out of a total population of 82,10,606 have been enrolled while the Aadhar numbers for 51,00,736 beneficiaries have been generated.

E-Aadhar facility has been launched For the benefit of the consumers. The consumers can avail the facility from the Common Service Centres (CECs), it was revealed at the meeting.

Among others, additional chief secretary, Finance UN Behera, additional chief secretary, Revenue and Disaster Management Taradatt, secretary, Food Supplies and Consumer Welfare MS Padhi, secretary, Cooperation Bishnupada Sethi, ADG UIDAI K Devenath Kumar, representatives of ECIL, IOCL and senior officials of the concerned departments were present at the meeting
