Govt to regularise services of high school contractual, initial appointee teachers in Odisha

Bhubaneswar: Odisha government notified to consider the regularisation of services of all contractual and initial appointee teachers engaged in high schools of the State, a notification issued by the School and Mass Education (S&ME) department mentioned today.

The treatment of regular service period and regularisation of teachers recruited before and after the notification of Odisha Group-B Posts (Contractual Appointment) Rules, 2013 vide notification No-1147/Gen, dated-17.01.2014 of GA&PG Department vis-à-vis Odisha Group-B, Group-C and Group-D Posts (Repeal and Special Provisions) Rules, 2022 vide GA&PG Department notification No-29076/Gen, dated-16.10.2022 was under the consideration of the government.

The regular service period /regularisation of such teachers joining on contractual mode /initial appointee will be considered as per the following:

  1. The regularisation of those teachers (Initial Appointees) appointed in accordance with the Odisha Group-B Posts (Contractual Appointment) Rules, 2013 of GA&PG Department will be considered as per Odisha Group-B, Group-C and Group-D Posts (Repeal and Special Provisions) Rules, 2022.
  2. The regular service period of the teachers who have been appointed contractually prior to the notification of Odisha Group-B Posts (Contractual Appointment) Rules, 2013 and have also completed six years of contractual service prior to notification of the said 2013 Rules, will be counted on completion of six years of contractual service and their seniority will be maintained as per their position in the merit list in the year of recruitment in accordance with this Department Resolution No-23627/SME, dated-08.12.2008 and No-14546/SME, dated-25.07.2011.
  3. The regular service period of the teachers who joined contractually prior to Odisha Group-B Posts (Contractual Appointment) Rules, 2013 and have not completed six years of service prior to the notification of the said Rules, will be considered as per this Department Resolution No-23627/SME, dated-08.12.2008 and No-14546/SME, dated-25.07.2011.

However, irrespective of their date of regularisation, they will be allowed –

  • Seniority as per the merit list in their year of recruitment and will continue to be senior to the teachers recruited in subsequent batches /years of recruitment.
  • Notional pay not less than the teachers recruited as per Odisha Group-B Posts (Contractual Appointment) Rules, 2013 of GA&PG Department.
  1. For the regularisation of the contractual teachers mentioned in para-1 above, corresponding the supernumerary posts in different categories observing ORV rules are being created.

It is pertinent to mention, more than 18,000 members belonging to Odisha Government High School Contractual Teachers’ Association were in Dharna (sit-in) for the last 13 days demanding regularisation of service. In the wake of the S&ME notification, the strike has been withdrawn.
