Patnaik in his letter mentioned that the state government has not yet received the first instalment of BRGF for these two districts in the current financial year, despite submitting the  Annual Action Plan (AAP).

“Though the state Government has already submitted the AAP for Ganjam and Mayurbhanj districts for the current financial year, the ministry of Panchayati raj has not yet released even the first instalment of BRGF for these districts,” the letter said.

These two districts have been badly ravaged by Cyclone Phailin and resultant floods. Power and communication infrastructure in these districts in particular, have suffered heavy damages, Patnaik said in his letter.

“In order to restore the damaged infrastructure of these two districts I would like to request you to intervene in the matter and issue instructions to the ministry of Panchayatiraj for early release of their full entitlement of BRGF development Grant for 2013-14,” Patnaik urged in his letter.
