Odisha Assly to hold special session on Sept 1 to ratify GST Bill

The Odisha Cabinet while giving its approval to the Goods and Services Tax (GST) Bill today decided to convene a special session of the State Assembly on September 1 to debate on it, informed Chief Secretary A P Padhi at a press briefing here after the Cabinet meeting.

“The GST Bill was passed in Lok Sabha last year and it was passed in the Rajya Sabha this August and amendments made to it were again ratified in the Lok Sabha on August 8. It has a deadline that within 30 days 50% of the States have to approve it. In this context the State Cabinet today approved the Bill. A resolution in this regard will be placed in the Assembly. For the purpose it has been decided to convene a special session of the Assembly on September 1 with the agenda to ratify the GST Constitutional Amendment Bill,” Padhi told reporters.

In a significant decision, the Cabinet approved the ‘Start-up Policy’ of the state government which plans to set up 1000 start-ups in five years.

As per the Start-up guidelines, the Cabinet approved a proposal to constitute Rs 25 crore as the start-up fund to provide monthly assistance to young entrepreneurs.

The Cabinet further approved a proposal to constitute a Higher Education Council with the Higher Education Minister as its chairperson.

“In order to access funds available under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA), the establishment of a Higher Education Council is essential. The Higher Education Minister will be the Council’s chairperson. A professor with prescribed experience will be the vice-chairperson. The Council will have 15 members of which three will be vice chancellors and others will be ones who are connected with higher education. This Council will act as an overarching body to advise the government on various aspects of higher education,” Padhi informed.

The Cabinet took a decision to defer the ensuing monsoon session of the State Assembly in view of Nuakhai festival in western Odisha.

The monsoon session which was earlier scheduled to commence from September 7 will start on September 21 instead.
