Odisha couple held for duping homebuyer of Rs 1.5 cr

Bhubaneswar: The Economic Offences Wing (EOW) of Crime Branch today arrested a couple for allegedly defrauding Rs 1.5 crore with the promise to provide flats in Bhubaneswar.

The arrested persons are Biswa Bhusan Biswal, working as Joint Director, Madhusudan Das Regional Academy of Financial Management, Bhubaneswar and wife Mahasweta Biswal, Managing Director of M/s B.N. Infra Services Pvt Ltd.

The EOW arrested the couple under Section 6 of Odisha Protection of Interests of Depositors (in financial establishments) Act, 2011. They will be produced before Presiding Officer, Designated Court, Under OPID Act, Cuttack.

The complainant, Debasis Dagara of Chandrasekhar alleged that he had given Rs1.89 crore to Biswa Bhusan Biswal and his company and despite agreement to return the money he did not do the same and cheated him.

The complainant had deposited Rs.1.89 crore in Biswa Bhusan and his wife’s company after executing five agreements with Mahasweta Biswal, MD of M/s B.N. Infra Services Pvt. Ltd. for purchase of five flats. Accordingly, an amount of Rs.1.4 crore was transferred from his accounts and rest were given in cash.

As the flats could not be sold by the company in due time, an agreement was signed between Biswa Bhusan Biswal and Debasish Dagara in which, the former agreed to return the invested amount to the complainant failing which he will sell the landed property situated at IRC Village, Bhubaneswar. However, the accused again defaulted Debasish.

Later another agreement was executed between M/s B.N. Infra Services Pvt. Ltd. represented through its Managing Director Mahasweta Biswal and Biswabhusan Biswal with the complainant. In this agreement, Biswal and his wife had promised to pay Rs 1.76 crore as full and final amount. Out of which, they have paid only Rs 1 lakh at the time of agreement. The last date of final payment was scheduled in year 2017 and it was decided that incase of failure Biswa Bhusan will register IRC village house in the name of the complainant.

However, they neither returned the invested amount nor registered the house. Accused persons neither returned the amount to complainant nor provided the flats to him. Investigation so far revealed that complaint stands cheated with an amount of Rs 1.51 crore.

Many incriminating documents such as agreement, bounced cheques and post-dated cheques have been seized. Raids were also conducted at the couple’s residential premises at Saheed Nagar, Bhubaneswar today.
