Odisha EOW arrests prime accused in fake job racket operating in 17 states

Bhubaneswar: Economic Offences Wing (EOW) arrested prime accused in a fake job racket operating in at least 17 states including Odisha.

The prime accused Jairam Tiwari, a native of Nayangaon village under Mirganj police limits in Gopalganj district of Bihar, was arrested under sections 420/467/468/471/120-B IPC r/w Sec.66 (C) of IT Act.

He will be produced before the SDJM Court in Bhubaneswar today.

Jairam Tiwari is the main associate of Dharmapal Singh, the mastermind of the job racket operating in the name of “Gramin Rojgar Kalyan Sansthan”, who was recently arrested in the case.

The prime accused confessed before the police that he had received and misappropriated Rs 35.83 lakh from the account of “Gramin Rojgar Kalyan Sansthan”.

Tiwari was also the co-producer of a film produced by the accused Dharmapal Singh from the amount received through the fake advertisements in the name of Gramin Rojgar Kalyan Sansthan.

According to EOW, Tiwari was one of the prime accused persons in the inter-state the job racket that was operating in 17 states — Madhya Pradesh, Chhattisgarh, Uttarakhand, Rajasthan, Odisha, Tamil Nadu, Andhra Pradesh, Telangana, West Bengal, Assam, Himanchal Pradesh, Uttarakhand, Kerala, Karnataka, Jharkhand, Punjab and Haryana.

The accused persons used to misappropriate funds of “Gramin Rojgar Kalyan Sansthan” having its registered office in New Delhi and other offices in Mumbai, Bhopal and Dehradun.

The scamsters had developed the website resembling a Govt website displaying the Govt like job advertisements. The “Gramin Rojgar Kalyan Sansthan” (GRKS) invited application for various jobs like District and block coordinator, computer operator, block surveyor etc. prescribing the educational qualification and the remuneration for the individual posts. The advertisement also contained the name of the website www.grks.org, and the job seekers were required to submit their application through web only. To gain the confidence of the job seekers they also offered reservations and concessional fee as it is done for Govt job. They also give advertisement in local newspapers like Dharitri and Samaj (Bhubaneswar), Anandabazar Patrika and Bartman (Kolkata), Hindustan and Dainik Jagaran (Dehradun), Amar Ujala (Shimla), Malayala Manorama (All Kerala), Eenadu (All Andhra Pradesh and Telegana) and Patrika (All editions of Rajasthan), the EOW stated in a release today.

“They used to conduct online exam and interview, give syllabus for each post in the website and warn the job seekers about job fraud . Being attracted by such advertisement which resembles to that of the Government, lakhs of unemployed youths across the nation applied for the posts from 2020 onwards by paying the required application fees. The applicants although were being made to sit in the online examination but none of them was being given appointments and were deliberately disqualified. In this way, GRKS was misappropriating the application fees amounting to crores of rupees from the gullible job seekers. The amounts collected from the candidates were landed in different accounts ultimately controlled/managed by the arrested accused who happens to be the Secretary of Gramin Rojgar Kalyan Sansthan. They used to conduct fake scholarship online exam too. The scamsters were using many shell/sister companies such as — GURBA EDUTECH PRIVATE LIMITED, AMOGH SEVA FOUNDATION, UDYAMIT SEVA SAMITI FOUNDATION, YOTTA EDUTECH PRIVATE LIMITED, JPM INNOVATIVE SOLUTION PRIVATE LIMITED, Augstya Web and SUMITRA PRODUCTION — for routing and money laundering the ill-gotten money.

As of now transaction/fraud/money laundering of about Rs.6.6 crore has been traced. One mobile phone and some incriminating documents relating to Gramin Rojgar Kalyan Sansthan have been seized from the possession of the accused Jairam Tiwari.
