Bhubaneswar: In a first of its kind as part of 5T initiative, Odisha government has sanctioned full pension to its employees of all ranks on date of their retirement.
"As another milestone in Governance reform through 5T initiative, full pension has been sanctioned to 107 employees of different departments across all ranks on the day of retirement itself," said a Chief Secretary release today.
Chief Secretary Asit Tripathy distributed the orders regarding sanction of full pension to the retiring employees on Wednesday evening.
Adhering to social distancing norms, Tripathy handed over the orders to 5 retiring employees at Lok Seva Bhawan Conference Hall yesterday evening. The orders of other employees in this regard were sent through e-mail service.
While lauding the efforts of General Administration & Public Grievance, Finance, Home and office of the Accounts General for accomplishing the target of 'full pension on day of retirement', Chief Secretary directed the administrative departments to keep the online Human Resource Management System (HRMS) and e-service book updated for facilitating the process for e-pension.
Speaking on the occasion, Home Principal Secretary Sanjeev Chopra said, "Conventionally, the sanction of pension to retired employees of state government was a long and cumbersome process involving clearances and sanctions from various offices where the concerned employee served during his career. As part of the 5T initiative, Government took a decision to simplify the process and sanction the full pension on the date of retirement. Target was set to implement it from March 31, 2020".
He said that the process was spearhead by GA & PG Department. The service data relating to leave, deputation, loan, advances etc were updated in HRMS portal. E-service book was launched and relevant data were mapped through a dedicated e-pension portal on Integrated Financial Management System (IFMS). A significant process simplification was also introduced by the Finance Department that facilitated sanction of pension on the date of retirement.
Deputy Accountant General Dr Nanda Dulal along with senior officers from Home, Works and GA &PG were present on the occasion.
Total 107 employees retired from departments like Agriculture & Farmers Empowerment, Excise, Fisheries & Animal Resource Development, GA & PG, Law, Finance, Health & Family Welfare, Planning & Convergence, Skill Development & Technical Education, Information & Public Relations, Cooperation, Home, Parliamentary Affairs, Water Resources, Works, Revenue & Disaster Management, Housing & Urban Development, Rural Development, Women & Child Development and Mission Shakti, MSME and Steel & Mines were benefited due to the initiative by 5T ((Teamwork, Technology, Transparency, Time leading to Transformation) implemented by Naveen-led government last year.
