The Odisha Human Rights Commission (OHRC) has issued show cause notices to Kendrapara district administration and Health department over the conduct of a surgery at the Rajnagar Community Health Centre (CHC) using torch light on July 11 this year.

The OHRC on the advice of the National Human Rights Commission (NHRC) has sought reports from Chief District Medical Officer (CDMO) and district Collector on the matter within four weeks.
The OHRC issued the directions on the basis of a petition filed by a social worker Sangita Swain citing a news report published in leading Odia daily Sambad.
The Commission has directed CDMO and district Collector to submit reports on the matter by January 6.
Notably, during tubectomy surgery on one Kavita Rout (30) of Charipokharia village in Kandira panchayat under Rajnagar block, her intestine came under the surgeon’s scalpel instead of her fallopian tube.
Kavita’s family members had alleged that as there was repeated power failure at the CHC during the surgery, the surgeon had used a torch to complete the surgery. They had alleged negligence on part of the surgeon.
