OHRC directs to take steps for safety of student traffic volunteers

Bhubaneswar: Odisha Human Rights Commission (OHRC) directed the State government to take steps for safety and security of the students regulating the traffic under student traffic volunteer scholarship (STVS) scheme.

The OHRC asked the Home Additional Chief Secretary and DGP to take measures for the student traffic volunteers.

The directive came on Saturday on an application filed by the lawyers Biswapriya Kanungo and Bijay Kumar Panda on July 18.

In the application, the petitioners appealed to the Commission to direct the authorities to implement the rules that are applicable for other government employees also in case of the student traffic volunteers.

The application was filed at the OHRC mentioning the all the government employees have been brought under safety and security scheme coverage since 1964. The rule is also implemented in case of home guards in 2003 in the State.

The petitioners asked the Commission why the rule has not been implemented for the student traffic volunteers working with the Commissionerate police since 2014.

As huge amount collected by the student traffic volunteers is being transferred to the State Exchequer, the government is yet to show concern over their basic rights, the lawyers said in the petition.

The student traffic volunteers are engaged in all the seasons to control the vehicular movements at major traffic posts in twin city. If the student traffic volunteers meet any kind of accident or they were attacked, they should be covered under the safety and security system, they said.

Notably, the student traffic volunteer scholarship scheme (STVSS) was first launched in Bhubaneswar and Cuttack in January last year appointing the college and university students to assist the traffic police personnel in controlling the traffic.
