ORHDC scam: Ex-IAS officer Vinod Kumar, 4 others convicted in one more case

The accused were also directed to pay fine of Rs.50,000/- (Rupees Fifty Thousand), and in default of payment of fine, to undergo further rigorous imprisonment for a period of 6 months on each count for the offence U/s 468/120-B IPC.

Bhubaneswar: The Vigilance Directorate today convicted former IAS officer Vinod Kumar along with four others in another corruption case related to the Odisha Rural Housing & Development Corporation (ORHDC) scam and sentenced them to rigorous imprisonment for a period of 3 years. Kumar, who was ex-manager of ORHDC, was sentenced along with ex-company secretary Swasti Ranjan Mohapatra, ex-loan recovery assistant of ORHDC Umesh Chandra Swain, Rashmi Pattanaik and Ratan Kumar Sahoo, both partners of M/s Home Lives
Housing, by the Court of Special Judge, Vigilance, Bhubaneswar under relevant sections of the IPC and Prevention of Corruption Act, 1988.

The accused were also directed to pay fine of Rs.50,000/- (Rupees Fifty Thousand), and in default of payment of fine, to undergo further rigorous imprisonment for a period of 6 months on each count for the offence U/s 468/120-B IPC. Both the sentences are to run concurrently.

As per the Vigilance Directorate’s official release, the three ORHDC officers had committed criminal misconduct by conspiring and showing undue official favour to Rashmi Pattanaik and Ratan Kumar Sahoo, both partners of M/s Home Lives Housing, Bhubaneswar in the matter of sanction and disbursement of loan amounting
to Rs.50 lakh without conducting proper documentation pre & post sanction inspection and without obtaining adequate security.

Gopabandhu Pati, Ex-DSP, Vigilance, Cell Division, Cuttack had
investigated the case and Hemanta Kumar Swain, Special P.P, Vigilance, Bhubaneswar
conducted the case on behalf of the prosecution.
