Security arrangements in and around the District and Sessions Court premises here have been tightened after a man threw bombs inside the CBI special Court room on Monday afternoon.
“We have decided to post more police personnel inside the court premises. Door frame metal detector (DFMD) will be placed at the main door of the District and Sessions Court here in order to frisk all visitors. Besides, Closed-circuit television (CCTV) cameras will be installed at the court premises to prevent any crime or violence inside the court premises,” Twin city Commissioner of Police Dr R P Sharma said after taking stock of the security arrangements in place on Monday.
Upendra Mohanty alias Netaji, a 63-year-old man belonging to Sarangpur village of Bari in Jajpur district, was arrested after he hurled two crude bombs at the CBI Special Court Judge dais during lunch break today.
Mohanty hurled an improvised fire cracker at the Judge’s dais during lunch time when the CBI judge Manoj Kumar Panda was in his chamber but not in court room. The explosion damaged the office room causing two holes at the dais plank without hurting any person at the spot.
Talking to media persons at the Badagada police station this afternoon, Dr Sharma said; “We are interrogating Upendra to know the real motive behind the crime. We are trying to ascertain whether he is driven by any strong philosophy or is just suffering from some psychiatric disorder, which makes him repeat such crimes. A medical test will be conducted on him soon.”
Preliminary inquiries have revealed that Mohanty has a history of such crimes and has spent 35 years of his life in jail. He has been jailed thrice earlier for hurling bombs inside the premises of the Supreme Court as well as at the SJDM court.
In 1987, Upendra had assaulted district Judge Ajit Pattnaik and was in Jharpada jail for seven years. In 1994, he had hurled bomb at Supreme Court premises for which he had spent 10 year in Tihar jail. He also spent some years in Jharpada jail after assaulting M K Manik, a police officer of Khurda, informed senior lawyer Bana Bihari Mohanty.
A case has been registered against Mohanty under sec 307, 342, 341 and 3/4 Explosive Act, zone Assistant Commissioner of Police (ACP) Dilip Kumar Das said.

Meanwhile a general body meeting of lawyers was over at the court premises in which they have put up their demands before the Commissionerate police to install two DFMD at both entrance points of the District and Session Court by tomorrow, proper checking of identity proof of lawyers by the security personnel while entering court premises, identification of clients by their advocates and installation of five CCTV cameras at important points inside the court.
