Know BMC guidelines for protest, marriage procession in Odisha capital

Bhubaneswar: In view of series of protests affecting the vehicular movements and unclean roads due to the wedding procession, Bhubaneswar Municipal Corporation (BMC) has come up with new guidelines to impose tax for keeping the city clean.

The decision was made at a meeting chaired by the additional chief secretary of Home department on August 5 to collect fee for all types of protests, procession and meetings in the city, said BMC Mayor Ananta Narayan Jena.

A notification in this regard has been issued by the home department on Nov 17. Earlier, a resolution had been passed by the BMC, he said.

As per the decision, the protestors sitting on dharna will have to pay a minimum amount of Rs 500 per day.

If the number of protestors is between 100-500, the organiser has to be pay Rs 1,000 tax per day. In case of more than 500 persons, a minimum tax of Rs 500 and additional Rs 5 per head will be collected by the BMC.

On the other hand, taking out a wedding procession on the road has become costlier for the groom party in the city as they have to pay Rs 5,000 to BMC as sanitation and administrative tax under new guidelines.

As per the notification, holding marriage or any kind of procession, one has to obtain an NOC from the BMC at payment of Rs 5,000.

The NOC will be produced after depositing Rs 5,000 to the BMC, said Jena.

A copy of the new guidelines will be sent to the Commissionerate of Police very soon, he said, adding that the BMC NOC is mandatory before getting police permission for taking out a procession.

Besides, an undertaking needs to be made at the BMC declaring not to use plastic items during the wedding ceremony. In violation of the rule, fine will be collected under Plastic Waste Management Rules 2016.
