Voluntary groups, citizens’ committees to help policing in twin cities

Commissionerate Police is seriously considering forming voluntary security groups and citizen’s committees to prevent crime in the twin cities of Bhubaneswar and Cuttack in Odisha, the Commissoner of Police (CP) Dr RP Sharma said on Sunday.

Addressing a police-public interface at the KIIT campus here on Sunday evening Dr Sharma said the plan to involve citizens in policing had become necessary in view of the fact that there is a great shortage of manpower in the department.

The CP informed that Residence Security Committee (RSC) and Residence Volunteer Group (RVG) would be formed by the local people of the concerned area. The voluntary security group would comprise decent and skilled citizens, the IIC of the local police station as well as other citizens. The main job of the committee would be reach out to people in the concerned areas to resolve local problems and also prevent petty crimes.

“The committee would aim at resolving petty civil disputes in the locality by talking to both the parties,” said Sharma, adding, the committee, however, would not be given any legal authority or power.

The RVGs would also help the police maintain law and order in a particular area. These small groups comprising local youths and active citizens would help the police in patrolling the area.

Dr Sharma said the active involvement of the public in policing would not only help prevent and detect crimes but also develop a positive relationship between the police and the public at large.
