The bill was presented by state Higher Education Minister Pradeep Kumer Panigrahi and passed in absence of opposition members, with three amendments.

The university will be registered as part of Kolkata based Birla Academy Art and Culture, a non profit trust, under Indian Trust Act 1882 .

The state government has already granted 29.4 acres of land in Gothapatna, Bhubaneswar, to Birla Institute of Management Technology (BIMTECH).

The aim of the university is to impart world class education to the students of Odisha. The proposed private and self financed unitary university will start working in 2 years time, the minister said.

The university will have seven schools- Management, Architecture and planning, Social Science, Humanities, Law, Natural Science, Communication and Marine Science- under Birla Global University.

The proposed university would be run by a board of governors, board of management, academic council and finance committee.

Meanwhile, the opposition has raised objection to a bill clause which states that the criteria for reservation of 50 per cent seats for Odisha students in the University will be set by its  management itself.
