Odisha: BSKY card holders to get Rs 1000 livelihood assistance

Bhubaneswar: All Biju Swasthya Kalyan Yojana (BSKY) card holders in Odisha will get livelihood assistance of Rs 1000 each, announced Chief Minister Naveen Patnaik today.

The decision has been taken to aid the financial condition of the poor people, which was affected due to the COVID-19 situation.

Beneficiaries of National Food Security Act (NFSA) and State Food Security Scheme (SFSS) in Odisha will also get the monetary assistance.

The move will benefit around 96 lakh beneficiary families of the state. The State Government will bear an expenditure of Rs 960 crore for this purpose.

The Chief Minister has directed for disbursement of the money to the beneficiaries within seven days.

M.Q. Haque, Additional Secretary to Government, has also written to the Managing Director of the Odisha State Civil Supplies Corporation Limited in this regard.

The financial assistance will be provided to the beneficiaries in the form of cash.

Modalities of Disbursement:

* For identification purpose, the Biju Swasthya Kalyan Yojana (BSKY) card will be the primary ID proof. However, in the case of non-availability of BSKY cards, existing NFSA or SFSS cards shall be considered as the ID proof.

* CCSO/CSOs-cum-District Managers, OSCSC Ltd. shall download the Block/ ULB wise NFSA and SFSS card list for January 2022 allotment from Ration Card Management System (RCMS) dashboard and prepare Block/ ULB wise funds requirement. Accordingly, Collectors shall credit funds to the concerned Bank Accounts of Blocks/ ULBs.

* The Marketing Inspectors of the Blocks/ ULBs under the supervision of ACSOs of the Sub-Division shall download the GP/ Ward wise card list of NFSA and SFSS beneficiaries (January 2022 allotment) having columns a) Ration Card number, b) Name of Beneficiary, c) Name of GP/ Ward and add in next column d) with heading as “Livelihood Assistance @ Rs. 1000/- per Card” and hand over the hard-copy to the cash distributing officials.

Reconciliation of Cash Account

BDO/EO shall collect proof of disbursement statement of Livelihood Assistance from the concerned cash distributing officials through the Marketing Inspectors and submit for necessary reconciliation of accounts. Collectors shall forward the Utilization Certificate (UC) to FS & CW Department/ OSCSC Ltd for record. Any undisbursed amount shall be deposited to the Bank Account of OSCSC Ltd online/ through DD.
