Helmet mandatory for children below 4 years of age riding pillion on 2-wheeler

New Delhi: The Ministry of Road Transport and Highways (MoRTH) today issued a notification mentioning about new safety rules for children below four years of age riding pillion on two-wheelers.

As per the new traffic rules, riders are required to use helmets and harness belts for children. Speed limit has to be 40 kmph.

In case of violation, a fine of Rs 1,000 will be imposed on violators and driving licence will be suspended for three months.

The Government of India amended the Central Motor Vehicles Act to include the new rule for better safety of children riding a two-wheeler as pillion.

Also, the safety harness must be lightweight, waterproof, cushioned, and must have a 30kg load-carrying capacity. The child must be tied to the safety harness with a couple of straps so that the kid must be secured during the ride.

Children up to four years of age are required to wear a crash helmet or a bicycle helmet while riding pillion. The Centre has already notified manufacturers to start making helmets for children.

In October last year, the Ministry had issued a draft notification proposing changes in the rule.
