Odisha Assembly passes Appropriation Bill

Odisha Assembly today passed a Rs 98,416.92 crore Appropriation Bill for financial year 2016-17 amidst chaos and repeated adjournments.

Soon after the House assembled for the day today, Chief Minister Naveen Patnaik moved a condolence motion for the demise of former Finance Minister Raghunath Patnaik. Leader of Opposition Narasingh Mishra, BJP Legislature Party chief Basant Panda also spoke on the motion.

Shortly after, however, the SC/ST MLAs of Congress and BJP — who had been on a dharna under the podium of the Speaker going against his ruling – started begging and prostrating before Chief Minister Naveen Patnaik seeking implementation of Odisha Reservation of Vacancies (ORV) Act forcing the Speaker to adjourn the House till 12:30 PM.

The House continued to witness uproarious scenes like preceding days over chit fund issue and was adjourned repeatedly even after Speaker Niranjan Pujari’s repeated appeals for peace and request for participation in the discussion over Appropriation Bill.

Not only opposition Congress and BJP members, but also ruling party MLAs were seen shouting slogans every time the House resumed. Ruling party MLAs were seen requesting the Speaker to expunge Leader of Opposition Narasingha Mishra’s remarks over the SC/ST MLA issue earlier in the day.

Unable to run the House, the Speaker adjourned the House repeatedly. Later, the Appropriation Bill for financial year 2016-17 was passed amidst adjournments and din.
