Rs 84,487 cr budget presented in Odisha Assembly

Finance Minister Pradip Amat presented the state’s annual budget of Rs 84,487.77 crore for 2015-16 fiscal in the Odisha Assembly today amid Opposition uproar.

He also presented the budget for agriculture and allied sectors with a plan outlay of Rs 10,903.62 crore.

While the total revenue expenditure is estimated at Rs 65,838.99 crore during 2015-16 fiscal, the fiscal deficit is projected at Rs 10,400 crore which is 2.99 per cent of GSDP, the minister added.

The budget has the provision for Rs 100 crore corpus fund for fertilizers, Rs 520 crore for deep bore well and irrigation projects, Rs 160 crore for Jal Nidhi Yojana, Rs 50 crore for State Potato Mission and preservation of potato in state, Rs 90 crore for Biju Krushak Kalyan Yojana and Rs 128.3 crore for Udyan Krushi (Horticulture) Yojana.

While the state’s annual plan outlay is pegged at Rs 44,150 crore, allocation for the government sectors is Rs 40,150 crore while allocations for the General Enterprises is Rs 4000 crore.

The revenue surplus has been estimated at Rs 5101.51 crore while the fiscal deficit is projected at Rs 10,400.28 crore, the minister said.

He also said Rs 1402.99 crore have been allocated for the Rs 1kg a rice scheme for the current fiscal as compared to Rs 1327.16 crore last year.

The School and Mass Education department has the largest allocation of Rs 9979.49 crores while the budget for Higher Education department is Rs 1989.11 crore.

The budget speech of the Finance minister was disrupted by opposition Congress members who demanded introduction of Odia translation of different Bills being introduced in the House.

The opposition members rushed to well of House and raised slogans as the Speaker allowed tabling of the Odisha Police Bill without providing the Odia version of the bill.

Leader of the Opposition Narasingha Mishra came down heavily on the failure of the state government in providing Odia translations of the Bills despite a ruling by the Assembly Speaker to this effect last year.
